H2bid, Inc., based in Detroit, Michigan, serves water utilities and vendors around the world by delivering savings, efficiency, and transparency to the global water utility industry.
H2bid’s cloud-based e-bidding service enables water utilities to realize immediate cost savings and access to new technologies and suppliers. e-Bidding from H2bid manages all types of bids and tenders across the full spectrum of a water utility’s plant, equipment, and supply needs, including Requests for Information (RFI), Request for Proposals (RFP), Request for Quotes (RFQ), Sealed Bids and Reverse Auctions.
Until H2bid’s e-bidding service was introduced, there was no centralized method for the bidding process in the water industry. With hundreds of thousands of water utilities publishing bids daily, it was impossible for vendors to track open bid opportunities at all of the world’s utilities. This was especially true for small vendors that were typically limited to tracking bids with their local utility only. The result is greater transparency and significant savings for utilities.
Led by Glenn Oliver, a lawyer and former member of the Detroit Board of Water Commissioners, and Andrew Meyer, an accomplished leader with over 20 years of experience growing software and technology-based companies, H2bid is poised to help utilities realize their biggest savings. H2bid’s eProcurement service can be customized for any additional types of bids or purchasing at no direct cost.

Glenn D. Oliver is President and CEO of H2bid, Inc. Oliver founded H2bid in 2006 to deliver savings, efficiency and transparency to the global water utility industry.
Glenn provides the vision and leadership for H2bid’s rapid growth in the water industry and has been recognized as a leader and innovator by Lawrence Tech University, as well as local and national business media, including Fortune, Forbes.com, DBusiness, and the Detroiter Magazine (Detroit Regional Chamber).
Glenn served as a member of the Detroit Board of Water Commissioners, which oversees one of the nation’s largest water and wastewater systems (serving approximately four million people covering over 1,000 square miles).
From 1996-2001, Glenn was a Group Executive in former Detroit Mayor Dennis W. Archer’s Cabinet. In that role, he managed the Mayor’s Office and eight other city departments (approximately 25% of city government), served as Public Safety Director, coordinated the largest annual volunteer event in America (Angels’ Night), managed appointments, supervised legislative and community affairs, and created the city’s first Strategic Technology Committee.
Glenn is an attorney, and his legal background includes intellectual property law and all aspects of litigation.
Glenn is a graduate of the University of Michigan Law School (J.D.) and Michigan State University (B.A. James Madison College). After law school, Glenn served as a judicial law clerk on the Michigan Supreme Court.

Andrew Meyer is chief operating officer of H2bid, Inc. In this role, he is responsible for the company’s sales, marketing business development and customer support.
Andy is an accomplished leader with over 20 years of senior management experience growing software and technology companies. He has a history of driving revenue and market dominance through astute application of strategic and operational insight. His areas of expertise include marketing, sales, strategy, company and product positioning and messaging.
Prior to joining H2bid, Andy owned a consulting firm, Meyer Strategies, LLC, which provided strategic sales and marketing services to a national base of software and technology companies to accelerate their revenue.
Some of his successes from other past leadership positions include increasing revenue by 200% and raising $8 million of venture capital funding at Worksoft, Inc. and guiding Websense, Inc., where he served as a senior member of the management team, to become the dominant leader in the Internet security market. Websense’s revenue grew from $17 million to more than $110 million, leading to a highly successful IPO.
Prior to Websense, Andy was with Epicor Software, where he was the VP and General Manager of their Manufacturing Software Division. Additional experience includes senior positions with Scientific-Atlanta, MSC Software, and Sales Technologies – a pioneer in the sales force automation market.
Andy holds an MBA from the University of New Orleans and a Bachelor of Mechanical Engineering from Georgia Institute of Technology.
